This figurine is called "Satin Lady." and is a Limited Edition fine pewter carousel horse of 9500 crafted in 1987.
It is from the "Studio Collection" produced by Chilmark.
This carousel horse, with its jeweled trappings and brass pole, is 6¼ inches tall and 5¾ inches wide overall, with the fine pewter figure being 5¾" high and 4½ wide. The hardwood base is about ¾ inches thick.
